He was born on June 15, 1949 in the village of Kara-Koga of Bulayevskiy district of the North-Kazakhstan region. He graduated from the Petropavlovsk Pedagogical Institute, Tselinograd Agricultural Institute.

Mr. Bashmakov worked as the Director of the secondary school, the first secretary of the Sergeyevskiyregional committee and the secretary of the North-Kazakhstan regional committee of the Komsomol, the head of the department of the Party committee of the Sergeyevskiyregional committee, the deputy head of the department of the regional party committee and the secretary of the Petropavlovsk city committee of the party; worked in state and economic bodies, as the Director of the Petropavlovsk economic college.

Since 2007 - Deputy of the Senate of the Parliament of the Republic of Kazakhstan from the North-Kazakhstan region.
